
Based on Europe-wide data, the study “End-of-Life Vehicles Regulation (ELVR) – Fulfilment of recycled content target in EU-27+3” comprehensively analyzes the use of recycled materials in the automotive sector in the EU-27+3. On this basis, the study estimates the demand and availability of high-quality post-consumer recycled materials in two scenarios up to the years 2032 and 2042.
Demand was determined in accordance with the recycled content requirements of the ELVR drafts of the EU institutions (Commission, Parliament, and trilogue agreement of December 12, 2025) as well as additional market-driven demand volumes. The result: significant supply gaps are emerging in both scenarios. The study thus provides a sound basis for assessing the feasibility of the planned recycled content quotas – and formulates concrete recommendations for action.
