It acknowledges the substantial progress achieved across its four Working Groups, and it flags a limited number of aspects for the Steering Group and DG GROW to consider in a revised mandate: uneven attention to the CCA&#8217;s modernisation objective relative to maintaining existing production, skewed stakeholder representation, process-integrity concerns around pre-settled outcomes, and the need for clearer cross-Working-Group coordination and timeline predictability.
