{"id":74365,"date":"2020-05-08T06:59:30","date_gmt":"2020-05-08T04:59:30","guid":{"rendered":"https:\/\/rss.nova-institut.net\/public.php?url=https%3A%2F%2Fwww.euractiv.com%2Fsection%2Fenergy-environment%2Fnews%2Fgreen-deal-will-be-our-motor-for-the-recovery-von-der-leyen-says%2F"},"modified":"2020-05-07T12:55:46","modified_gmt":"2020-05-07T10:55:46","slug":"green-deal-will-be-our-motor-for-the-recovery-von-der-leyen-says","status":"publish","type":"post","link":"https:\/\/renewable-carbon.eu\/news\/green-deal-will-be-our-motor-for-the-recovery-von-der-leyen-says\/","title":{"rendered":"Green Deal will be \u2018our motor for the recovery\u2019, von der Leyen says"},"content":{"rendered":"<p>European Commission President Ursula von der Leyen promised on Tuesday (28 April) to put the European Green Deal at the centre of the EU\u2019s recovery plan, echoing similar statements made by German Chancellor Angela Merkel.<\/p>\n<p>\u201cAs we now plan to slowly go back to work and to invest billions of euros to restart our economy, we should avoid falling back in old, polluting habits,\u201d von der Leyen said in a video statement.<\/p>\n<p>\u201cInstead, we should bounce back better from this pandemic,\u201d she added, saying the European Green Deal will be \u201cour motor for the recovery\u201d.<\/p>\n<p>\u201cBy using the European Green Deal as our compass, we can turn the crisis of this pandemic into an opportunity to rebuild our economies differently and make them more resilient,\u201d the Commission president said.<\/p>\n<p>\u201cWe can make our society and our planet healthier by investing in renewable energy, by driving clean cars, by renovating our houses and making them energy efficient. By buying sustainable food, reusing materials rather than throwing them away or producing low carbon steel.<\/p>\n<p>\u201cThat is the essence of the European Green Deal.\u201d<\/p>\n<p>Von der Leyen\u2019s commitment to the Green Deal echoes statements by German Chancellor Merkel who spoke on Tuesday during informal international climate talks organised by the German environment ministry, the so-called Petersberg Dialogue.<\/p>\n<p>\u201cWith the European Green Deal the EU Commission has shown the way forward,\u201d Merkel said in a speech by video link. \u201cThat\u2019s why I welcome the interim goal of EU greenhouse gas emissions reductions of 50-55% by 2030 compared to 1990.\u201d<\/p>\n<p>But Merkel also warned about strenuous talks ahead on the EU recovery plan.<\/p>\n<p>\u201cLet me be clear: There will be a difficult debate about the allocation of funds. But it is important that recovery programmes always keep an eye on the climate, we must not sideline climate but invest in climate technologies,\u201d Merkel said.<\/p>\n<p>Last week, EU leaders asked the Commission to draw up proposals for a trillion-euro \u201crecovery fund\u201d to restart the European economy after the pandemic.<\/p>\n<p>Although the exact amount and funding details are still unclear, von der Leyen said the new fund will be \u201cclearly linked\u201d to the EU budget and managed by the Commission.<\/p>\n<p>Fresh money will come from a mixture of grants and loans backed by the EU budget, which will be temporarily increased to \u201caround 2%\u201d of the EU\u2019s gross national income, up from 1.2% currently, the Commission president said.<\/p>\n<p>National climate plans<\/p>\n<p>Meanwhile, EU member states are falling behind when it comes to their National Energy and Climate Plans (NECPs), which were due to be submitted by the end of last year.<\/p>\n<p>Four EU countries \u2013 including Germany \u2013 still have to hand in their plans to the European Commission, said Tomislav \u0106ori\u0107, the Croatian minister who chaired a video meeting of EU energy ministers on Tuesday.<\/p>\n<p>\u201cRegarding the Green Deal initiative, the majority of ministers backed Commission plans to continue hard work, in particular on smart sector integration, the offshore wind strategy and the renovation wave,\u201d \u0106ori\u0107 told a press conference after the meeting.<\/p>\n<p>The three EU initiatives will all be released by the end of September as planned, \u0106ori\u0107 said, underling the importance of building renovation as part of the European recovery plan.<\/p>\n<p>But the disruption caused by the coronavirus crisis means conclusions on the NECPs are unlikely to be adopted at the next meeting of the Energy Council in June, he said. \u201cIt will not be possible.
