development of products and services based on them.

The first decision establishes a National Coordination Body for the Development of the Bioeconomy.

The second launches the preparation of a National Plan for the Development of the Bioeconomy for the period from 2027 to 2035, together with an accompanying action plan covering 2027 to 2030.

The Government says the aim is to create a stronger framework for implementing Croatia’s Bioeconomy Strategy through 2035.

Bioeconomy refers broadly to economic activities that use renewable biological resources and processes to produce food, animal feed, materials, energy and services.

For Croatia, that includes several sectors already central to the national economy.

Agriculture, forestry, fisheries and aquaculture all form part of the bioeconomy, while opportunities also exist in areas such as bio-based manufacturing, renewable energy and the development of new products from biological raw materials.

The Government says the new framework will place particular emphasis on the sustainable use of biological resources and increasing the added value generated by Croatia’s bioeconomy.

Another stated objective is to support the development of rural and coastal areas.

The coordination body will be chaired by the Minister of Agriculture, Forestry and Fisheries and will bring together ministers responsible for the economy, finance, regional development and EU funds, environmental protection and the green transition, and science, education and youth.

The move is intended to bring together policies that are currently spread across several areas of government.

The bioeconomy is increasingly viewed at European level as an important part of the transition towards a more sustainable economy, particularly as countries seek alternatives to fossil-based materials and energy.

Croatia has several natural advantages in this area, including substantial agricultural and forest resources, a long coastline and established fishing and aquaculture sectors.

The challenge will be to convert those resources into higher-value products while maintaining environmental sustainability.

The new national plan will determine how Croatia intends to approach that challenge during the next decade.

The preparation process will also provide a framework for identifying investment priorities, coordinating public policies and supporting businesses operating in sectors connected with biological resources.

The Government’s latest decisions therefore mark the beginning of a longer-term process rather than the completion of a new strategy.

The National Plan for 2027–2035 and the accompanying action plan for 2027–2030 are expected to provide the more detailed roadmap for how Croatia intends to develop this part of its economy.

Croatia has
