TecPart \u2013 Association of Technical Plastic Products, as the political representative of recyclers and manufacturers of technical plastic products, welcomes the positive signals signaled by the targeted recycled content quotas for plastics of 15 percent from 2032 and 25 percent from 2036, as well as the included 20 percent closed-loop requirement. These targets represent a significant boost for investments in plastics recycling and the circular infrastructure for end-of-life vehicle recovery. However, the association believes there are enormous challenges ahead before the regulation comes into effect in 2032.<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>In order to meet the specified recycling quotas, in addition to a &#8220;clean collection&#8221; of plastic waste, a higher yield of usable plastic recyclates is also required.<\/li>\n\n\n\n<li>The high-quality recyclates needed for vehicle manufacturing are to be obtained from a polluted waste stream. This requires new, complex treatment steps, leading to increased costs in the supply chain.<\/li>\n\n\n\n<li>Due to a lack of economic viability to date, the dismantling capacities for plastics from various end-of-life vehicles are not yet sufficiently established and must now be built up with great urgency.<\/li>\n\n\n\n<li>Simultaneously increasing recycling quotas for other segments (e.g. packaging) further tighten the market, with the risk of insufficient availability of the required recycled quantities \u2013 especially for higher qualities.<\/li>\n<\/ul>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cWe expressly welcome the circular economy concept of the ELV-R and see opportunities in the increasing demand for recyclates and innovative new product solutions. However, we see a significant challenge to the profitability of domestic recyclates due to inexpensive virgin materials from third countries. Without reliable economic incentives, the recyclate market will not recover in time,\u201d said <strong>Michael Weigelt, Managing Director of TecPart<\/strong>.<\/p>\n<\/blockquote>\n\n\n\n<p><strong>The <a href=\"https:\/\/tecpart.de\/drive\/Whitepaper-Quo-vadis-PCR_2032_DE.pdf\">study \u201cQuo vadis, PCR?\u201d<\/a> by Porsche Consulting, KI-Group and TecPart already predicted a significant increase in the price of recycled material by 2032.<\/strong><\/p>\n\n\n\n<p>At the same time, projects to simplify vehicle components are already underway in many places. New components are being developed using fewer types of plastic, designed for easier disassembly to facilitate recycling after use, and designed for the use of recycled materials. These products will then be available for a generation of vehicles that, however, will most likely contain significantly more plastics than the vehicles that will be returned to the market after 20 years in 2032. Besides the fact that end-of-life vehicles contain less plastic than the new cars produced from them, there are still too few vehicles being returned with usable plastic components.<\/p>\n\n\n\n<p>This availability problem of important engineering plastics could be alleviated by utilizing production waste, which is currently not eligible under EU regulations, and offered at a far more competitive price than is possible with the exclusive inclusion of post-consumer materials in the quotas. <\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>&#8220;It remains incomprehensible why this important recycled material stream doesn&#8217;t count towards the quota,&#8221; says Rainer Zies, Managing Director of MKV Kunststoffgranulate and member of the TecPart board, expressing his irritation, &#8220;since it is already foreseeable that even with pre-consumer\/post-industrial (PIR) recyclates, the required quantities for key materials simply won&#8217;t be met.&#8221;<\/p>\n<\/blockquote>\n\n\n\n<p>The review stipulated in the regulation \u2013 to determine whether the required quantities and qualities, as well as competitive prices, will be available by 2031 and whether quotas can be adjusted if necessary \u2013 does not, in TecPart&#8217;s view, provide investment security. TecPart calls for the approval of all secondary materials and a corresponding adjustment once it becomes clear that the market is self-sustaining.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Post-industrial recyclates should not be overlooked.<\/strong><\/h3>\n\n\n\n<p>Should PIR recyclates not be considered at the outset, TecPart believes it is essential to transparently monitor the impact of effectively excluding post-industrial plastic recyclates from achieving the targets. For decades, PIR recyclates have been the mainstay of quality-assured technical plastic cycles. They are produced in industrial processes, are pure by type, well-documented, and technically superior. While they cannot completely fill the gap in automotive-grade post-consumer recyclates, they should not be excluded by regulation as a complementary component for resource conservation and security of supply.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Strengthen the recycling base specifically for the ELV-R ramp-up<\/strong><\/h3>\n\n\n\n<p>TecPart is committed to ensuring that the ramp-up of the ELV-R (European Recycling Fee) is designed in such a way that it enables European and German recyclers to establish high-quality material flows. This requires not only ambitious targets, but also effective financial relief for recyclates produced in Europe, as well as realistic transitions, investment security, and clear quality requirements for recyclates.<\/p>\n\n\n\n<p>The implementation process of TecPart is accompanied by normative oversight in mirror committees and by dedicated expert groups to ensure that dismantling, sorting, and processing are economically viable, so that the resulting recyclates can be used profitably and competitively in automotive applications.
