On this basis, the study estimates the demand and availability of high-quality post-consumer recycled materials in two scenarios up to the years 2032 and 2042. <\/strong><\/p>\n\n\n\n<p>Demand was determined in accordance with the\u00a0<a href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2025\/12\/12\/circular-economy-council-and-parliament-strike-deal-on-rules-for-vehicle-circularity-and-management-of-end-of-life-vehicles\/\" target=\"_blank\" rel=\"noreferrer noopener\">recycled content requirements of the ELVR drafts of the EU institutions<\/a>\u00a0(Commission, Parliament, and trilogue agreement of December 12, 2025) as well as additional market-driven demand volumes. The result: significant supply gaps are emerging in both scenarios.
