The program would be administered by the University of Hawaii at Manoa.<\/b><\/p>\n<p>The appropriations bill, <a href=\"http:\/\/www.capitol.hawaii.gov\/session2013\/bills\/HB154_SD1_.pdf\" >H.B. 154 H.D. 2 S.D. 1<\/a>, was first introduced in the Hawaii House of Representatives in mid-January. It passed in the House on Feb. 28 and was transmitted to the state Senate.
