The ministers also agreed to share their best practices regarding producing, distributing and retailing cleaner fuel.

More than 400 projects were announced, of which around 150 were related to Indonesia.

Rosan Roeslani, Indonesia’s investment minister, told reporters after the meeting that the country “welcomes and expects to actively participate in … AZEC initiatives to promote zero-emission power, as an initiative to create sustainable fuel market, and … to build next-generation industries.”

In the transportation sector, local biofuel developer ABE Indonesia Berjaya, Indonesia’s National Research and Innovation Agency and the Green Power Development Corporation of Japan signed a memorandum of understanding to work together to produce SAF from low-grade coconut oil.

So far, commercial production of SAF has been led by European and U.S. companies. As the framework prioritizes energy security, AZEC seeks to build a regional SAF supply chain through public-private partnerships.

The ministers also launched the Asia Zero Emission Center at the Economic Research Institute for ASEAN and East Asia (ERIA) in Jakarta, an international think tank funded by the Japanese government. The center will share information, conduct studies on policies and projects, and help AZEC members develop visions, road maps and policies toward decarbonization through carbon credit markets, hydrogen and other means.

Airlangga Hartarto, Indonesia’s coordinating minister for economic affairs, opened the meeting by laying out his hopes that the center will provide “incredible support” to developing vision, roadmaps and policies “to guide our decarbonization.”

AZEC was first proposed by Japanese Prime Minister Fumio Kishida in 2022. Nine members of the Association of Southeast Asian Nations, excluding Myanmar, have joined, along with Australia. An AZEC leaders’ summit is scheduled for October in Laos. The next ministerial-level meeting will be held in Malaysia in 2025.

Japan, Australia and nine Southeast Asian countries including Indonesia will cooperate in establishing an Asian supply chain geared toward expanding the use of sustainable fuel, their ministers agreed at a meeting in Jakarta on Wednesday.
