{"id":143907,"date":"2024-05-16T07:37:00","date_gmt":"2024-05-16T05:37:00","guid":{"rendered":"https:\/\/renewable-carbon.eu\/news\/?p=143907"},"modified":"2024-05-10T13:19:22","modified_gmt":"2024-05-10T11:19:22","slug":"european-hydrogen-bank-auction-provides-e720-million-for-renewable-hydrogen-production-in-europe","status":"publish","type":"post","link":"https:\/\/renewable-carbon.eu\/news\/european-hydrogen-bank-auction-provides-e720-million-for-renewable-hydrogen-production-in-europe\/","title":{"rendered":"European Hydrogen Bank auction provides \u20ac720 million for renewable hydrogen production in Europe\u00a0"},"content":{"rendered":"\n\n\n<p><strong>Today, the Commission is\u00a0awarding nearly \u20ac720 million to seven renewable hydrogen projects\u00a0in Europe, selected through the first competitive bidding process under the\u00a0<a href=\"https:\/\/energy.ec.europa.eu\/topics\/energy-systems-integration\/hydrogen\/european-hydrogen-bank_en\">European Hydrogen Bank<\/a>.\u00a0The funds for this auction come from the revenues of the EU Emissions Trading System.\u00a0The winning bidders will produce renewable hydrogen in Europe and will receive a subsidy to bridge the price difference between their production costs and the market price for hydrogen, which is currently driven by non-renewable producers. The European Hydrogen Bank is therefore contributing to the scale-up of cleaner fuels which will contribute to the decarbonisation of European industry. The renewable hydrogen they produce will be used in sectors such as steel, chemicals, maritime transport and fertilisers.<\/strong><\/p>\n\n\n\n<p>The 7 selected projects were the winners of an oversubscribed auction which attracted 132 bids in total. Together, the winning bidders&nbsp;<strong>plan to produce<\/strong>&nbsp;<strong>1.58 million tonnes of renewable hydrogen over ten years, avoiding more than 10 million tonnes of CO<sub>2<\/sub><\/strong>&nbsp;<strong>emissions<\/strong>. The selected projects are located in 4 European countries. They submitted bids between \u20ac0.37 and \u20ac0.48 per kilogram of renewable hydrogen produced, and also met the other qualification requirements. The subsidy the 7 projects will receive ranges from \u20ac8 million to \u20ac245 million.<\/p>\n\n\n\n<p>These are the selected projects:<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/ec.europa.eu\/commission\/presscorner\/api\/image\/content\/ip-20240430-tablesv4_en.png\" alt=\"Table\"\/><\/figure>\n\n\n\n<p>In addition, through the new \u201cAuctions-as-a-service\u201d mechanism,<a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_24_657\">&nbsp;\u20ac350 million in national funding has been made available by Germany for the highest ranked projects<\/a>&nbsp;in Germany which did not qualify for EU-level support, but which do meet the eligibility criteria. The German authorities will&nbsp;<a href=\"https:\/\/www.bmwk.de\/Redaktion\/DE\/Downloads\/H\/h2-pilotausschreibung-eu-innovationsfonds.html\">select and communicate<\/a>&nbsp;the winning projects. The \u201c<a href=\"https:\/\/climate.ec.europa.eu\/eu-action\/eu-funding-climate-action\/innovation-fund\/competitive-bidding_en\">Auctions-as-a-service<\/a>\u201d scheme is open to all Member States, enabling them to benefit from the EU-level auction platform and award national funding to additional projects. The Commission invites other Member States to take advantage of this service for future auctions.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Next Steps<\/strong><\/h3>\n\n\n\n<p>The seven selected projects will now start preparing their individual grant agreements with the&nbsp;<a href=\"https:\/\/cinea.ec.europa.eu\/programmes\/innovation-fund_en\" target=\"_blank\" rel=\"noreferrer noopener\">European Climate, Infrastructure and Environment Executive Agency (CINEA)<\/a>. These agreements are expected to be signed by November 2024 at the latest.<\/p>\n\n\n\n<p>Selected projects will have to&nbsp;<strong>start producing renewable hydrogen within a maximum of 5 years<\/strong>&nbsp;after signing the grant agreement. They will receive the awarded fixed premium subsidy for up to 10 years for certified and verified renewable hydrogen production.<\/p>\n\n\n\n<p>The Commission&nbsp;<strong>plans to launch a second European Hydrogen Bank auction by the end of this year<\/strong>. It will&nbsp;<a href=\"https:\/\/climate.ec.europa.eu\/eu-action\/eu-funding-climate-action\/innovation-fund\/competitive-bidding_en#ref-2024-auction-for-renewable-hydrogen-production--draft-terms-and-conditions-tcs\">draw on the lessons learned from this pilot auction<\/a>&nbsp;and also further consult stakeholders before launching the next auction.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Background<\/strong><\/h3>\n\n\n\n<p>The&nbsp;<a href=\"https:\/\/climate.ec.europa.eu\/eu-action\/eu-funding-climate-action\/innovation-fund_en\">Innovation Fund<\/a>&nbsp;is the EU&#8217;s largest funding programme for the deployment of innovative net-zero technologies, with an estimated budget of \u20ac40 billion from the revenues of auctioning&nbsp; allowances under the&nbsp;<a href=\"https:\/\/climate.ec.europa.eu\/eu-action\/eu-emissions-trading-system-eu-ets_en\">EU Emissions Trading System<\/a>&nbsp;between 2020 and 2030.<\/p>\n\n\n\n<p>The&nbsp;<a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=CELEX%3A52023DC0156&amp;qid=1682349760946\">European Hydrogen Bank<\/a>, announced by&nbsp;President&nbsp;<strong>von der Leyen<\/strong>&nbsp;in her&nbsp;State of the European Union address&nbsp;in 2022, is an initiative to facilitate the EU&#8217;s domestic production and imports of renewable hydrogen. It aims to unlock private investment in the EU and in third countries by addressing investment challenges, closing the funding gap and connecting future renewable hydrogen supply to consumers.<\/p>\n\n\n\n<p>The first auction of the European Hydrogen Bank received 132 bids from 17 European countries requesting over 15 times the available \u20ac800 million budget. 119 proposals were found to be eligible and admissible, and were then ranked according to their bid price, and evaluated by the&nbsp;<a href=\"https:\/\/cinea.ec.europa.eu\/programmes\/innovation-fund_en\">European Climate, Infrastructure and Environment Executive Agency (CINEA)<\/a>.
