The European Parliament\u2019s Energy Committee had already approved an &#8220;indicative\u201d biofuels target for the EU described as the Ayuso Gonzalez Biofuels Report. The European Council of Ministers also favors the targets to be &#8220;indicative\u201d and non-mandatory.
